The Souris River Joint Board determined from the inception of the Mouse River Enhanced Flood Protection Project that it would be a basin-wide endeavor. A number of steps have taken place to ensure that rural flood protection is addressed including stakeholder meetings, the creation of a rural alternatives study, and a number of rural public meetings.
One solution that arose from these efforts was the StARR Program which provided property owners the opportunity to construct a ring dike, relocate buildings, or have the SRJB acquire structures and demolish them to prevent the chance of future floods damaging structures in the floodplain.
Additional options are being investigated as potential solutions for rural flood concerns. Strategy sessions have been held with regional stakeholders and USACE officials to discuss alternatives.
